Beijing, April 7th (Xinhua) — Recently, the Central Committee of the Communist Party of China and the State Council issued the “Plan for Accelerating the Construction of an Agricultural Strong Country (2024-2035)” and issued a notice requiring all regions and departments to conscientiously implement it based on their actual situation.

The main contents of the “Plan for Accelerating the Construction of an Agricultural Strong Country (2024-2035)” are as follows.

A strong country must first strengthen agriculture, and strong agriculture is the key to a strong country. A strong agricultural country is the foundation of a socialist modernized country. In the face of new situations and requirements, it is necessary to take accelerating the construction of a strong agricultural country as the strategic outline for leading the work of agriculture, rural areas, and farmers, and place it in an important position in building a socialist modernized strong country. To accelerate the construction of a strong agricultural country, this plan is formulated.

1、 Overall requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, comprehensively implement General Secretary Xi Jinping’s important discourse on “agriculture, rural areas, and farmers” work, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, focus on promoting high-quality development, based on the national conditions and agricultural conditions, reflecting Chinese characteristics, maintain strategic determination, persist in long-term efforts, adhere to the priority development of agriculture and rural areas, use the experience of the “Ten Million Project”, improve the long-term mechanism for promoting comprehensive rural revitalization, perfect the system and mechanism for urban-rural integration development, promote agricultural modernization and rural modernization in an integrated manner, hold the national food security bottom line and farmland protection red line to a higher level, accelerate the construction of livable, business friendly, and beautiful rural areas, Accelerate the construction of a powerful agricultural country with strong supply guarantee, strong scientific and technological equipment, strong business system, strong industrial resilience and strong competitiveness, so that farmers can live a better life, and provide strong support for comprehensively promoting the construction of a powerful country and national rejuvenation with Chinese path to modernization.

In work, we must consolidate production capacity, build a solid foundation, give more prominent importance to improving the comprehensive agricultural production capacity, closely focus on the shortcomings of ensuring the supply of food and important agricultural products, lay a solid foundation in infrastructure, technology, equipment, policies, and systems, and take the initiative in ensuring food security at a high level. Driven by innovation and cultivating strong momentum, we will adhere to the core position of innovation in the overall modernization construction, strengthen the dual wheel drive of science and technology and reform, increase efforts to tackle key core technologies in agriculture, further deepen rural reform comprehensively, improve agricultural innovation, competitiveness, and total factor productivity, and enhance the momentum of building a strong agricultural country. Green and low-carbon, highlighting the background color, firmly establishing the concept that green mountains and clear waters are as valuable as mountains of gold and silver, accelerating the formation of a green and low-carbon production and lifestyle, and making green circulation and low-carbon development the distinctive background color of an agricultural powerhouse. Jointly building and sharing, enriching farmers, paying attention to protecting the interests of small farmers, focusing on promoting sustained income growth for farmers and narrowing the income gap between urban and rural areas, coordinating industrial development and employment, improving the support system for strengthening agriculture, benefiting farmers, and enriching farmers, firmly holding the bottom line of preventing large-scale poverty return, promoting common prosperity and development between urban and rural areas, and ensuring that the achievements of building a strong agricultural country benefit farmers more and fairly. Gradual and steady progress, based on resource endowment and development stage, adapting to population changes, respecting the laws of rural development, starting from the most urgent and strongly reflected practical problems in agricultural and rural development, adapting to local conditions, focusing on practical results, and steadily advancing in stages.

The main goal is to make significant progress in building a strong agricultural country by 2027. Substantial progress has been made in the comprehensive revitalization of rural areas, and the modernization of agriculture and rural areas has reached a new level. The ability to maintain stable production and supply has been consolidated and improved, with a comprehensive grain production capacity of 1.4 trillion catties, and important agricultural products maintaining a reasonable level of self-sufficiency. The support for agricultural technology equipment continues to strengthen, breakthroughs have been made in key core technology research, significant progress has been made in breeding research, and phased results have been achieved in filling the gaps in agricultural machinery and equipment. The modern rural industrial system is basically sound, the industrial chain, supply chain, and value chain are extended and expanded, and the international competitiveness of agriculture is further improved. Positive progress has been made in the construction of livable, business friendly, and beautiful rural areas. The ecological environment in rural areas has significantly improved, and efforts have been concentrated to achieve tangible results that are accessible to the masses. Gradually, convenient transportation, water use, and toilet use have been realized, and sewage treatment, diagnosis and treatment services, elderly care security, rural culture, and industrial development have been steadily improved. The achievements of poverty alleviation have been consolidated and expanded, and the growth of per capita disposable income of rural residents has basically synchronized with the growth of gross domestic product. The income gap between urban and rural residents continues to narrow. By 2035, significant achievements will be made in building a strong agricultural country. Decisive progress has been made in the comprehensive revitalization of rural areas, modernization of agriculture has been basically achieved, and rural areas have basic modern living conditions. The grain production capacity is stable, the supply is more secure, the rural industrial chain is upgraded and integrated more fully, the rural facilities are complete and the life is more convenient, the rural public services are universal and equal, and the guarantee is more powerful. The construction of agricultural and rural rule of law is more perfect, the rural governance system is fundamentally sound, the society is more peaceful, the income of farmers is steadily increasing, and the urban-rural development is more coordinated. By the middle of this century, a strong agricultural country will be fully established. The supply guarantee is safe and reliable, technological innovation is self reliant and self strengthening, supporting facilities and equipment are complete, the rural industrial chain is sound and efficient, the countryside is civilized and beautiful, farmers’ lives are happy and beautiful, international competitive advantages are obvious, urban and rural areas are fully integrated, rural areas are fully revitalized, and agricultural and rural modernization is fully realized.

2、 Consolidate the foundation of food security in an all-round way, and make the Chinese people’s jobs more secure and stable

Making the stable and secure supply of food and important agricultural products a top priority, implementing the strategy of storing grain in the land and technology, and building a solid material foundation for accelerating the construction of an agricultural powerhouse.

（1） Comprehensively strengthen the protection and construction of arable land. Establish a comprehensive system for the protection of the quantity, quality, and ecology of arable land, reform and improve the system of balancing the occupation and compensation of arable land, incorporate various types of arable land occupation into unified management, improve the quality acceptance mechanism for supplementary arable land, and ensure that the balance standards are met. Secure the protection red line for 1.865 billion mu of arable land and 1.546 billion mu of permanent basic farmland. Carry out the management and improvement of saline alkali farmland by zoning and classification, and promote the development of reserve resources such as saline alkali land according to local conditions. Prioritize the construction of high standard farmland in the black soil, plain, and irrigated areas of Northeast China, improve construction standards and quality, and promote the gradual construction of all permanent basic farmland with conditions into high standard farmland. Improve the construction, acceptance, and management mechanisms of high standard farmland, and establish a sound quality supervision and inspection system for farmland construction projects. Implement the action of improving organic matter in arable land, strengthen the protection and utilization of black soil, and improve the management of degraded arable land. Strengthen the construction and renovation of modern irrigation areas, and improve the network of agricultural water conservancy infrastructure. （2） Improve the production level of grain and important agricultural products. Solidly promote a new round of action to increase grain production capacity by billions of kilograms, deeply implement the action to increase the yield of major crops such as grain and oil on a large scale, and accelerate the construction of a national food security industrial belt. Stabilize rice and wheat production, promote structural optimization and quality improvement. Develop potato and miscellaneous grains according to local conditions. Explore the production potential of oilseed crops such as rapeseed and peanuts, and expand oil sources such as oil tea and animal fats. Strengthen the mayor’s responsibility system for the “vegetable basket”, develop the transportation of vegetables from the south to the north and vegetable production in cold and cool areas, promote the high-quality development of the pig industry, enhance the competitiveness of the dairy industry, carry out the action of increasing the quantity and quality of beef cattle and sheep, and develop modern fisheries. Actively cultivate and promote high-quality sugar cane varieties, and accelerate the improvement of mechanized operation level. Promote the renovation of old natural rubber plantations and accelerate the construction of special rubber plantations.

（3） Establish sound policies to support grain production. Fully implement the joint responsibility of the Party and government for farmland protection and food security, and strengthen the responsibility of ensuring the supply of rice bags. Establish a sound management system to ensure the use of arable land for basic crop cultivation, ensuring a stable grain planting area of around 1.75 billion mu and a grain planting area of around 1.45 billion mu. Accelerate the improvement of the income guarantee mechanism for grain farmers, perfect the policy system of prices, subsidies, insurance, etc., and promote the prices of important agricultural products such as grain to remain at a reasonable level. Improve the risk diversification mechanism for major disasters in agricultural insurance. Establish a sound compensation mechanism for the interests of major grain producing areas, improve the reward and subsidy system for major grain producing counties, tilt central budget investment towards major grain producing areas, and use provincial-level land transfer income for the construction of high standard farmland and the upgrading of modern seed industries in major grain producing areas according to regulations. Establish an inter provincial horizontal compensation mechanism for the interests of grain producing and selling areas.

（4） Strengthen the regulation of grain and important agricultural product reserves. Accelerate the improvement of the national reserve system. We will comprehensively promote the reform of the system and mechanism for grain purchase, sales, and reserve management, and establish a new regulatory model. Establish a comprehensive monitoring and early warning system for the entire chain of grain and important agricultural products. Implement the action of reducing and replacing feed soybean meal, and promote low protein diet technology. Establish a sound long-term mechanism for grain and food conservation, promote the full chain and link of grain sowing, harvesting, storage and transportation, processing, and consumption to save and reduce losses, and improve the anti food waste system.

（5） Build a diversified food supply system. Establish a big agricultural and food concept, and develop food resources in all aspects and through multiple channels. Developing woody grain and oil while protecting the ecological environment. Develop high-quality, water-saving, and high-yield forage production. Develop large-scale ecological fisheries, promote the construction of land-based and deep-sea aquaculture fishing grounds, and standardize the development of nearshore and offshore fisheries. Implement the modernization and upgrading action of facility agriculture, build modern planting and breeding facilities with standardized standards, advanced equipment, and efficient output, and develop new forms such as agricultural factories. Develop biotechnology and biotechnology industries, strengthen the edible mushroom industry, and promote the industrialization of synthetic biology.

3、 Promote innovation in agricultural technology and equipment across all fields, accelerate the realization of high-level agricultural technological self-reliance and self-improvement

Guided by the key core technologies in agriculture and the urgent needs of the industry, we will accelerate agricultural technological innovation with a focus on seed industry, promote major breakthroughs in agricultural technology, and advance the construction of a strong agricultural country through the development of new agricultural productivity.

（6） Accelerate the overall leap of agricultural scientific and technological innovation level. Strengthen the construction of national agricultural science and technology strategic strength, stabilize support for agricultural basic research and public welfare research institutions, cultivate leading agricultural science and technology enterprises, and build a hierarchical, division of labor and moderate competition agricultural science and technology innovation system. Strengthen the forward-looking, strategic, and systematic layout of agricultural basic research, accelerate breakthroughs in genomics, preventive veterinary medicine, major pest and disease mechanisms, and meteorological disaster mechanisms. Improve the conditions of national laboratories and key laboratories in the field of agriculture, and establish a number of world-class agricultural research institutions and research-oriented agricultural universities. Strengthen the transformation of agricultural scientific and technological achievements, and promote deep cooperation between major agricultural production areas and areas with active scientific and technological innovation. （7） Promote comprehensive breakthroughs in independent innovation in the seed industry. Deepen the implementation of the Seed Industry Revitalization Action, accelerate the realization of seed industry technological self-reliance and independent and controllable seed sources. Strengthen the protection and utilization of germplasm resources, build world-class national facilities for the preservation, identification, creation, and gene excavation of agricultural germplasm resources, and promote the exchange and sharing of germplasm resources. Implement joint breeding research and genetic improvement plans for livestock and poultry, and accelerate the construction of the Southern Breeding Silicon Valley. （8） Promote the comprehensive upgrade of agricultural machinery and equipment throughout the process. Strengthen the research and application of large-scale high-end intelligent agricultural machinery, small machinery suitable for hilly and mountainous areas, and other agricultural machinery equipment and key components, and accelerate the comprehensive support of domestic agricultural machinery and equipment for high-quality and efficient agricultural development. Promote the scrapping and updating of old agricultural machinery, and optimize the structure of agricultural machinery equipment. Build an important agricultural machinery and equipment industry cluster, establish an industrial pattern of stable upstream and downstream support, and collaborative participation of related enterprises in engineering electronics and other fields. Establish and improve the integrated agricultural observation network of sky and earth, perfect the agricultural and rural statistical survey and monitoring system, build a comprehensive and multi-level connected agricultural and rural big data platform, and improve the mechanism for the development and utilization of agricultural data. Develop smart agricultural technologies with independent intellectual property rights, improve the standard system for smart agriculture, and unleash digital productivity in agriculture and rural areas. Implement the smart agriculture construction project, promote the digital upgrading of large-scale farms (pastures, fishing grounds), and cultivate a smart agriculture cluster with a complete chain and collaborative linkage.

4、 Improve the modern agricultural management system throughout the entire process, and promote the organic connection between small-scale farmers and modern agricultural development

Consolidate and improve the basic rural management system, firmly adhere to the bottom line of not changing the nature of public ownership of land, not breaking through the red line of arable land, and not damaging the interests of farmers, develop moderate scale agricultural operations, promote high-quality development of agricultural management entities, and add momentum to accelerate the construction of an agricultural power.

（10） Enhance the level of intensive family management. Orderly promote the pilot program of extending land contracts for another 30 years after the expiration of the second round, and improve the supporting system for contract extension. Deepen the reform of separating ownership, contracting rights, and management rights of contracted land, improve the mechanism for exercising collective ownership of contracted land, protect the legitimate land rights and interests of contracted farmers in accordance with the law, and explore effective ways to activate land management rights. Implement the Small Farmers’ Capacity Enhancement Project and encourage small farmers to carry out production through joint household management, joint cultivation, and joint planting.

（11） Promote the empowerment of rural collective economic activity rights. 5、 Promote the upgrading of the agricultural industry system throughout the entire chain and enhance the comprehensive benefits of agriculture

Relying on the characteristic resources of agriculture and rural areas, developing multiple functions of agriculture, tapping into the diverse value of rural areas, accelerating the construction of a modern rural industrial system that integrates grain, economy, and feed, agriculture, forestry, animal husbandry, and fishery, production, sales, and integration of agriculture, culture, and tourism, and building agriculture into a modern large-scale industry.

（14） Promote the optimization and upgrading of agricultural product processing and circulation. Improve the national agricultural product processing technology research and development system, and develop diverse and high-quality processed products. Improve the backbone network of national agricultural product circulation, optimize the layout of cold chain distribution centers in production areas, and promote the construction of cold storage and preservation facilities in counties and villages with demand. Establish a sound county and rural logistics distribution system, encourage large-scale e-commerce platforms, logistics, commerce and other entities to sink into rural areas, and develop rural e-commerce service outlets.

（15） Promote the improvement of high-quality and branded agriculture. Deepen the cultivation and improvement of agricultural varieties, enhance quality, build brands, and standardize production, and increase the supply of green and high-quality agricultural products. Implement the agricultural standardization improvement plan. Establish a sound system for evaluating and certifying the quality of agricultural products, and improve the supervision and monitoring system for agricultural product quality and safety. Cultivate a group of high-quality and competitive regional public brands, enterprise brands, and product brands. Strengthen the empowerment of Chinese agricultural brand culture and promote the integration of agricultural brands with excellent traditional Chinese cultural elements.

（16） Accelerate the development of rural characteristic industries. To refine and optimize the rural characteristic planting and breeding industry, do a good job in screening local characteristic varieties, and develop characteristic planting and breeding with clean production areas, full process standardization, and excellent quality. Innovatively develop rural characteristic handicrafts, cultivate rural craftsmen, and promote the revitalization of traditional rural crafts. Deeply develop rural characteristic cultural industries, strengthen the protection of agricultural cultural heritage, ethnic villages, traditional buildings, etc.

（17） Promote the integrated development of rural industries. Deepen the construction of advantageous characteristic industrial clusters, modern agricultural industrial parks, and strong agricultural towns, and implement rural industrial integration development projects. We will comprehensively implement total control and quota management of agricultural water use, carry out comprehensive treatment of groundwater overexploitation, and deepen the comprehensive reform of agricultural water prices. Establish a sound system for crop rotation and fallow land, strengthen the management and safe utilization of polluted farmland. Protect important biological species and genetic resources, and strengthen agricultural biosafety management. Establish a sound system for recording important agricultural resources. Promote comprehensive prevention and control of agricultural non-point source pollution, and develop ecological circular agriculture. Establish a comprehensive protection and systematic governance mechanism for mountains, waters, forests, fields, lakes, grasslands, and sands. 7、 Promote the construction of livable, business friendly and beautiful rural areas with high quality, and improve the modern living standards in rural areas

（20） Continuously improve the level of rural construction. Strengthen the overall planning of county-level territorial spatial planning for the spatial layout of towns, villages, industrial parks, etc., and classify the preparation of village planning. Deepen the implementation of rural construction actions, gradually improve the completeness of rural infrastructure, the convenience of public services, and the comfort of living environment. Promote the upgrading of rural infrastructure, strengthen the construction of rural transportation networks, water supply facilities, energy systems, and new infrastructure. Implement the project of inheriting and protecting agricultural culture, strengthen the excavation, sorting, protection and utilization of agricultural cultural heritage. Support agricultural universities and enterprises to provide high-quality vocational skills training, encourage special training for urgently needed and scarce occupations for migrant workers, improve cross regional employment service mechanisms, establish regional labor cooperation platforms, and promote farmers’ employment, job expansion, and income growth. Strengthen the standardized management of rural homesteads and allow farmers to revitalize and utilize their legally owned housing through renting, equity participation, cooperation, and other means. Orderly promote the reform of rural collective operation construction land entering the market, and improve the mechanism for distributing land appreciation benefits. Establish a sound financing mechanism for basic medical insurance for urban and rural residents, promote the coverage of the basic pension insurance system for all rural residents and timely increase the basic pension standards, and improve the mechanism for formulating and dynamically adjusting the subsistence allowance standards.

Improve the institutional mechanism and policy system for integrated urban-rural development, promote equal exchange and two-way flow of urban and rural factors, and promote balanced allocation of public resources. Establish a linkage mechanism between government investment, finance, and social investment, and steadily increase the proportion of land transfer revenue used for agriculture and rural areas. Establish a unified construction land market for urban and rural areas, and allocate no less than 10% of the construction land quota for agriculture and rural areas in the newly formulated county and township level land spatial planning. We will improve the supporting policy system for the citizenization of agricultural transfer population, promote the system of providing basic public services through permanent residence registration, and promote qualified agricultural transfer population to enjoy the same rights as the registered residence registered population in the place of migration in terms of social insurance, housing security, and compulsory education for their accompanying children. Develop vocational education for poverty-stricken areas and continue to carry out the “Rain and Dew Plan+” employment promotion action. Focus on supporting key counties for national rural revitalization and strengthen follow-up support for poverty alleviation and relocation. Deepen the implementation of the “Revitalizing the Border and Enriching the People” campaign. To accelerate the construction of a strong agricultural country, we must adhere to and strengthen the comprehensive leadership of the Party, implement the Party’s leadership in all fields, aspects, and links of the construction of a strong agricultural country, and ensure that the decisions and deployments of the Party Central Committee are implemented in practice. Party committees and governments at all levels should attach great importance to the work of agriculture, rural areas, and farmers, firmly shoulder their main responsibilities, include the construction of a strong agricultural country in important agendas, and incorporate it into national economic and social development plans, ensuring that all tasks of building a strong agricultural country continue to make substantial progress. Priority shall be given to ensuring land supply for major tasks and engineering projects identified in this plan.
